CIE have extensive experience of strategy, programme and service evaluations. We believe that those who deliver and use services should be involved in evaluating what works best and what can be improved. If organisational strategy is going one way, but staff and service user expectations and preferences are in another then this will result in failure to deliver the strategy.
Our staff have worked with a number of national and local organisations on evaluating strategy and service delivery programmes including:

Most of our evaluation reports are confidential for either Boards or senior executives, but we have undertaken some national strategy reviews, for example with NHS England on the provision of mental health care for veterans with complex needs (see right).
As part of a partnership with Breaking Barriers Innovation we have undertaken two national strategy reviews:

Breaking Barriers: Doing it Justice.
Health and Social Care Strategy
Breaking Barriers: Building a sustainable future for health and social care takes a ground breaking look at current health and social care strategy and explores by which innovation, integration and collaboration can be combined to effect lasting change.
Breaking Barriers: Doing it Justice is an independent review led by The Rt. Hon. Hazel Blears, Professor Lord Patel of Bradford OBE and Dr Jon Bashford. This was one of the first reports of its kind to fully explore the opportunities for a devolved approach to criminal justice.
Criminal Justice Strategy
On behalf of NHS England CIE undertook a review of service pathways and care for veterans with complex mental health problems. This review - From Gate to Gate - has helped inform NHS England's national strategy on this import area of service provision.
The Patel Review into drug treatment in prisons was Chaired by Professor Lord Patel of Bradford and CIE Directors, Dr Jon Bashford and Sherife Hasan led the Secretariat for the review. The report explores the evidence base for effective drug treatment and was influential in changing government policy.
